Project Description

The USAID Teach for Tomorrow activity supports the Egyptian Ministry of Education and Technical Education (MOETE) in strengthening systems related to two key areas – 1) the design and adoption of effective continuous in-service teacher professional development (CTPD) for educators in the primary cycle and 2) professional teacher licensing/certification and promotion. USAID Teach for Tomorrow will support MOETE in monitoring sustaining and improving the quality of educators particularly with regards to relevant pedagogy and leadership skills of teachers coaches supervisors and school leaders through institutionalized mechanisms at the central governorate and district levels. Support will include the design and delivery of an innovative blended learning system (digital media as well as traditional face-to-face teaching) for teacher professional development that will assist teachers to infuse critical thinking inquiry and problem solving into their instructional practices.

Position Description

The Accountant will assist the Finance Director in performing project accounting tasks. S/he will be responsible for preparing timely and accurate financial reports and assisting in the preparation of financial spreadsheets cash flow forecasts data entry corresponding with vendors as appropriate and ensuring the project is compliant with USAID financial regulations. This position reports to the Finance Director. This is a full-time position based in Cairo Egypt (no relocation allowances are provided for this position). The start date is immediate. The application deadline is May 28, 2020.

Essential Functions But Are Not Limited To
Supports the Finance Director in conducting day-to-day finance operations including implementation of EDC and USAID policies procedures and systems
Supports the Finance Director in the preparation of project monthly financial reports and tracking of spending against the approved budget
Manages the process of clearing bills advance reconciliation payments and vouchers including a review and certification of supporting documentation to ensure it is compliant with local tax laws as well as USAID and EDC policies
Records project transactions in QuickBooks utilizing the correct charge codes and monitoring alignment to budgeted activities
Prepares the bank reconciliation of each account prior to the monthly close
Supports the Finance Director in preparing wire transfer requests
Works closely with the EDC Home Office in Washington DC to ensure reconciliation of monthly expense reports and respond to any inquiries as necessary
Assists in the preparation of monthly financial spreadsheets cash flow forecasts in accordance with appropriate procedures
Provides necessary information to payroll service provider to ensure salaries are being processed in accordance with requirements
Scans and files all supporting financial documentation on a monthly basis per EDC file retention policies
Demonstrates a high level of professionalism and ethics when dealing with documentation and related information on sensitive and confidential matters as well as with EDC colleagues
Conducts checks on compliance with USAID Anti-Terrorist Certification (ATC) regulations and
Other duties as required.


Qualifications

The Accountant shall have at a minimum the following qualifications:

Education
Bachelor degree in accounting finance or other related degree required.


Skills And Experience
5 to 6 years of directly relevant experience in accounting required
Experience supporting large USAID or other donor-funded projects
Proficiency working with QuickBooks accounting system or similar software
Proficiency in MS Excel and MS Word
Knowledge of Egyptian labor and tax laws
Detail-oriented and organized
Must be able to work within a cross cultural setting negotiate diplomatically and function well under pressure
Ability to work independently as well as within a team in difficult work environment
Certified Public Accountant.
