Job Purpose:

The Marine Manager is responsible for planning, coordinating, and overseeing all marine operations within the shipyard, ensuring safe, efficient, and compliant execution of vessel movements, docking/undocking, marine services, and waterfront activities. The role ensures operational excellence while maintaining compliance with international maritime standards, safety regulations, and environmental requirements.

Key Responsibilities:

1. Marine Operations Management:

• Plan and supervise all marine operations, including:
• Vessel berthing, unberthing, docking, undocking, and shifting
• Towage, pilotage coordination, and mooring operations
• Ensure optimal utilization of marine assets (tugs, barges, mooring boats, etc.).
• Coordinate marine schedules with ship repair, construction, and dry dock teams.

2. Safety & Compliance:

• Ensure full compliance with:
• International Maritime Organization (IMO) regulations
• Port Authority and Flag State requirements
• ISM Code, SOLAS, MARPOL, and local maritime laws
• Implement and enforce marine safety procedures and risk assessments.
• Lead incident investigations, near-miss reporting, and corrective actions.
• Act as the focal point for marine audits and inspections.

3. Team Leadership & Management:

• Lead, supervise, and evaluate:
• Pilots
• Tug masters and crews
• Mooring teams
• Marine operations coordinators
• Develop training programs to enhance competency and safety awareness.
• Prepare duty rosters and ensure adequate manpower coverage.

4. Asset & Equipment Oversight:

• Oversee the condition, maintenance, and certification of:
• Tugs and marine craft
• Mooring equipment and navigational aids
• Coordinate with technical and maintenance departments for timely repairs.
• Ensure compliance with class and statutory certification requirements.

5. Planning & Coordination:

• Coordinate daily and long-term marine operational plans.
• Liaise with:
• Port authorities
• Vessel masters and agents
• Classification societies
• Shipyard departments
• Support project teams with marine feasibility and risk assessments.

6. Environmental Protection:

• Ensure environmentally responsible marine operations.
• Implement spill prevention and response procedures.
• Monitor compliance with environmental regulations and shipyard policies.

7. Reporting & Administration:

• Prepare operational reports, KPIs, and performance metrics.
• Maintain accurate records of marine movements and incidents.
• Contribute to budgeting, cost control, and operational efficiency initiatives.

Authority & Decision-Making:

• Authorize vessel movements within shipyard limits.
• Stop any marine operation deemed unsafe.
• Recommend disciplinary action for safety or operational violations.
• Approve marine operational plans and risk assessments.

Qualifications & Experience:

Education:

• Bachelor’s degree in:
• Marine Navigation
• Nautical Science
• Marine Engineering
• (or equivalent maritime qualification)

Certification:

• Master Mariner Certificate (Unlimited) preferred
• STCW certification (valid)
• ISM / ISPS knowledge certification is an advantage

Experience:

• Minimum 8–12 years of maritime experience.
• At least 3–5 years in a marine operations management or senior officer role.
• Shipyard, port, or terminal experience is highly preferred.

Skills & Competencies:

• Strong leadership and decision-making skills
• Excellent knowledge of marine operations and port practices
• High level of safety awareness and risk management

• ضمان الاستخدام الأمثل للوحدات والمعدات البحرية التابعة للترسانة.

ثانيًا: السلامة والالتزام:

• ضمان الالتزام التام بـ:
• لوائح المنظمة البحرية الدولية (IMO)
• اتفاقيات SOLAS، MARPOL، ISM Code
• تعليمات سلطات الموانئ والجهات المختصة
• إعداد وتطبيق إجراءات السلامة الخاصة بالعمليات البحرية.
• إجراء تقييمات المخاطر قبل تنفيذ أي عملية بحرية.
• التحقيق في الحوادث والمخالفات البحرية ورفع التقارير اللازمة.

• فرق الرباط والمرسى
• منسقي العمليات البحرية
• إعداد جداول العمل والنوبات.
• تقييم أداء العاملين ووضع خطط التدريب والتطوير.
• رفع مستوى الانضباط والسلامة المهنية داخل الإدارة البحرية.

رابعًا: إدارة الأصول والمعدات البحرية:

• الإشراف على جاهزية وصلاحية:
• القاطرات والوحدات البحرية
• معدات الرباط والمراسي
• وسائل الملاحة والإشارات البحرية
• التنسيق مع الإدارة الفنية للصيانة الدورية والطارئة.
• التأكد من سريان الشهادات والتصنيفات المعتمدة للوحدات البحرية.
