Job Description: HSE Safety Officer
Company: Air Liquide Location: Qatar Contract Type: Full-time, Project-based (14-month contract) Reporting to: HSE Manager
Job Summary:
The HSE Safety Officer is responsible for implementing and monitoring health, safety, and environmental policies and procedures on-site to ensure compliance with company standards, local regulations, and client requirements. The successful candidate will play a critical role in promoting a strong safety culture and preventing incidents throughout the project lifecycle.
Key Responsibilities:
- Safety Compliance & Enforcement:
- Conduct regular site inspections and audits to identify potential hazards and non-compliance issues.
- Ensure all work activities adhere to Air Liquide's HSE policies, local Qatari regulations, and international standards.
- Stop unsafe work immediately and take corrective actions to mitigate risks.
- Maintain and update all necessary HSE documentation, permits, and records.
- Training & Communication:
- Conduct HSE inductions and training sessions for new employees and contractors.
- Organize and lead daily toolbox talks, safety briefings, and weekly safety meetings.
- Promote safety awareness through campaigns, posters, and proactive communication.
- Incident Management & Reporting:
- Lead or assist in incident, accident, and near-miss investigations.
- Prepare detailed incident reports, analyze root causes, and recommend corrective and preventive measures.
- Maintain an accurate database of all incidents, injuries, and environmental releases.
- Risk Management:
- Participate in Job Hazard Analysis (JHA), Risk Assessments, and other safety planning sessions.
- Ensure the use of appropriate Personal Protective Equipment (PPE) and safe work systems.
- Review and approve contractor safety plans and method statements.
- Emergency Preparedness:
- Coordinate and participate in emergency drills and exercises (e.g., fire, medical).
- Ensure all emergency response equipment is properly maintained and accessible.
Required Qualifications & Experience:
- A bachelor's degree in a relevant field or a professional certification such as NEBOSH, OSHA, or equivalent.
- Proven track record in the industrial, gas, or oil & gas sectors.
- In-depth knowledge of Qatar's environmental and safety regulations.
- Proficiency in conducting risk assessments, incident investigations, and safety training.
- Excellent written and verbal communication skills in English.
- Strong leadership, interpersonal, and analytical skills.
- Ability to work independently and as part of a diverse team.
Skills
Preferred Skills:
- Experience with permit-to-work systems (PTW).
- Knowledge of ISO 14001 and ISO 45001 standards.
