Role Purpose


The Campaign Operations Officer is responsible for the day-to-day operational and logistical coordination of the campaign activities. This includes handling budgets and expenses, overseeing procurement, organizing logistics, and ensuring that project activities are implemented in line with plans and donor requirements. The Officer will also support documentation and reporting efforts.


The Officer will ensure community engagement, stakeholder coordination, and effective delivery of campaign activities. This includes mobilizing communities and building partnerships with civil society organizations (CSOs), schools, and local institutions.


This role requires strong administrative, financial, and organizational skills, with the ability to coordinate effectively with internal teams, partners, and service providers.


Background Information About The Project


Save the Children, in partnership with the Egyptian National Railway (ENR) and the European Bank for Reconstruction and Development (EBRD), is implementing a multi-phase technical cooperation project aimed at enhancing railway safety awareness in Egypt. The project targets communities living near high-risk railway crossings, with a particular focus on children, youth, and vulnerable groups. Phase I of the project (18 months) focuses on two high-risk hotspots, with a potential expansion in Phase II.


Scope Of Role


Reports to: Advocacy, Campaigns, Communications, Manager (ACCM) Manager

Key Areas Of Accountability


Project Implementation & Coordination


Support the development and implementation of local educational and awareness campaigns around rail safety.

Coordinate campaign activities in selected hotspots.

Facilitate community mobilization sessions, focus groups, and meetings in collaboration with partners and CSOs.

Support the logistics and coordination of site visits, campaign events, and trainings.

Monitor project timelines and ensure deliverables are met in line with the work plan.


Operations & Logistics Coordination


Organize all logistical aspects of campaign activities, workshops, meetings, and field visits.

Liaise with suppliers and service providers for venue bookings, transportation, materials, and accommodation.

Ensure timely procurement of campaign materials in line with Save the Children’s policies and donor requirements.

Prepare procurement requests and coordinate with the supply chain and admin teams.


Budget & Financial Management


Monitor project budgets and expenditures in collaboration with the finance team.

Track spending against approved budget lines and flag variances proactively.

Ensure accurate and timely processing of payments and expense reconciliations.

Coordinate closely with logistics and procurement teams to ensure financial compliance.


Project Administration & Compliance


Maintain well-organized project files including contracts, receipts, attendance sheets, and activity records.

Ensure compliance with internal policies and donor requirements, particularly for procurement and financial documentation.

Support general administrative processes required for effective project delivery.


Stakeholder Engagement


Build and maintain strong working relationships with local authorities, schools, CSOs, and community leaders in target areas.

Serve as the primary point of contact for local stakeholders and beneficiaries.

Ensure inclusive campaign approaches through meaningful engagement of children, youth, and vulnerable groups.


Communications & Campaigning


Develop key safety messages and campaign content tailored to community needs.

Support the design of child-friendly, accessible communication materials (e.g., posters, flyers, social media content).

Coordinate with vendors or creatives on the production of campaign assets.

Document stories of change and campaign milestones for learning and reporting.


Monitoring, Evaluation & Learning (MEAL)


Support data collection activities such as surveys, interviews, and community feedback.

Contribute to evaluations, baseline/endline studies, and learning outputs.

Participate in field visits and gather information for progress tracking.


Reporting and Documentation


Prepare regular updates and contribute to donor and partner reports.

Maintain comprehensive records of campaign activities, events, and outreach outcomes.

Assist in drafting the Inception Report, administrative updates, and presentation materials.


Other Tasks


Perform additional duties as reasonably required, including adjustments to responsibilities or roles in response to changing project needs or humanitarian emergencies.

Qualifications And Experience


Bachelor’s degree in Communications, Development Studies, Social Sciences, or a related field.

Minimum of 4 years’ experience in campaign coordination, community mobilization, or behavior change communications (BCC).

Proven experience working with vulnerable communities, particularly children and youth.

Experience collaborating with local authorities, NGOs/CSOs, and/or public sector agencies.

Previous involvement in awareness campaigns in sectors such as transport, health, education, or child protection is an asset.


Skills & Competencies


Strong project coordination and time management capabilities.

Excellent interpersonal, facilitation, and communication skills.

Proficiency in both Arabic and English (written and spoken).

Ability to work independently, manage multiple tasks, and perform under pressure.

Solid understanding of safeguarding and child protection principles (essential).

Creative mindset with the ability to develop inclusive and engaging campaign content.


Desirable


Experience working on donor-funded projects.

Graphic design or digital communication skills.
