Social Development Global Practice


The Social Development Global Practice addresses the persistent social challenges stemming from inequality, exclusion, climate change, rapid unregulated growth and fragility which constitute the core topics of the. The Social Development theme addresses issues related to: (a) social inclusion of the poor, vulnerable, and the excluded; (b) promoting accountable institutions; (c) supporting socially cohesive communities and groups with a focus on prevention of conflict, crime and violence, as well as supporting post-conflict development; and (d) using community driven development as a tool for developing local infrastructure and delivering services. The work on inclusion of vulnerable and excluded group covers, among others, issues related to racism and discrimination, Gender, LGBT, Disability, ethnic minorities, Indigenous Peoples, and displaced populations.




Country Context


The World Bank Groups current engagement with Egypt is guided by its Country Partnership Framework (CPF) 2015–19, and Performance and Learning Review (PLR), which resulted in the extension of the CPF to 2021, and which focuses on fighting poverty and inequality. This is informed by rigorous analysis of key constraints to poverty reduction and the creation of shared prosperity, and by extensive consultations with the government, the private sector, academia, civil society organizations, and youth groups.

Roles and Responsibilities


The Extended Term Consultant (ETC) will be based in Cairo, Egypt and will support the Egypt portfolios work on social risk management including managing issues related to the old Bank safeguards policies and the new Environmental and Social Framework (ESF). The ETC will also provide technical support on broad social development themes including gender, social accountability and youth centered activities. The ETC will report to the MNA Social Development Practice Manager and in close collaboration with the Regional Safeguards Coordinator and Sr. Social Development Specialist based in Egypt. The ETC will have the following main tasks and responsibilities:




Social Safeguards Risk Management


Support the preparation and implementation of Bank-financed projects, following different financing instrument (e.g. IPF and PforR) by providing technical advice to Borrowers on social risk management and sustainability.
Provide technical advice to Borrowers on social risk management to assigned projects. This support may include providing guidance in the preparation of Environmental and Social Impact Assessments (ESIAs), resettlement action plan (RAP) social impacts assessments (SIAs) and corresponding social management plans (SMPs), Resettlement Frameworks (RFs) Environmental and Social Commitment Plan, Stakeholders Engagement Plan (SEP), and Labor Management Procedures (LMP),etc.
Provide technical support to Borrowers on processes such as consultations and stakeholder engagement.
Providing orientation and training to counterpart agencies working on Bank-financed investments in terms of social risk management.
Provide intensive on-site field level support to project teams and/or Borrowers involved in preparation and the implementation of social risk management instruments.
Provide technical support to Bank teams during the processing of Bank-financed projects under preparation and ensure proper internal documentation during project implementation.


Broader Social Development Work


Support work on the mainstream social development agenda, including providing analytic inputs to operational activities, with an emphasis on social inclusion and cohesion, youth and migration.
Support work to develop new areas of focus and business around social development issues that emerge in the context of growth and transition (gender, youth, employment, migration, etc.).
Contribute to the development of learning products/activities such as Technical Assistance, internal BBLs, guidance notes, peer learning events.
Travel regularly to field sites as needed. Sites may be in remote areas with very limited facilities.




Selection Criteria


Advanced Degree (masters Degree or equivalent) in Sociology, Anthropology, Economics, Political Science or related social sciences and at least 5 years of relevant experience.
Knowledge and experience in addressing issues covered by the World Banks ESF and social safeguards policies or similar policies in other international finance institutions in complex and challenging settings, and across practices.
Knowledge and experience with social assessments and analyzing social risks and impacts on different population groups; involuntary resettlement in different socio-economic contexts and tenure systems; coordination of transparent consultative and stakeholder engagement processes; grievance redress mechanisms, integration of relevant planning instruments such as Resettlement Action Plans in overall project planning and implementation; labor and working conditions community health and safety; and cultural heritage.
Experience in areas of social of vulnerable and excluded group including, among others, issues related to Gender, LGBT, Disability, ethnic minorities, Indigenous Peoples, and displaced populations.
Familiarity with the sectors and the Government entities engaged with the Bank including familiarity with the social risks associated with sectors and the clients capacity challenge.
Strong community engagement skills. Experience working with local communities, local institutions, non-state actors, is desirable.
Demonstrated knowledge and experience in social risk management in different types of Bank- financed projects a plus.
Ability to travel for long durations to remote sites within Egypt is necessary.
Strong interpersonal skills and demonstrated ability to work in multi-disciplinary teams and multicultural environments.
Excellent oral and written communications skills in English and Arabic.
