Key Responsibilities:


HR Strategy & Leadership

  • Build and execute the group-wide HR strategy aligned with business growth, projects, and expansion.
  • Act as a strategic partner to the CEO and executive leadership team on organization structure, workforce planning, and leadership capability.
  • Lead HR governance across subsidiaries, projects, and business units.


Organizational Development & Culture

  • Drive organization design, job architecture, grading, and succession planning.
  • Lead culture and engagement initiatives to strengthen retention and productivity.
  • Develop leadership and management capability through structured development programs.


Talent Acquisition & Workforce Planning

  • Oversee executive and critical hiring across construction, project management, engineering, finance, procurement, and support functions.
  • Build strong recruitment systems, manpower planning, and talent pipelines.
  • Strengthen employer branding to attract top-tier talent in Saudi Arabia.


Compensation, Benefits & Total Rewards

  • Design and implement competitive compensation & benefit frameworks aligned with market benchmarks.
  • Ensure structured salary scales, bonus schemes, and incentive programs.
  • Optimize HR costs while maintaining talent competitiveness.


Performance Management

  • Ensure annual performance cycle execution (KPIs, appraisals, calibration, promotions).
  • Implement performance improvement frameworks and accountability culture.
  • Support business leaders in building high-performing teams.


Employee Relations & HR Operations

  • Oversee employee relations, disciplinary actions, grievances, and investigations.
  • Ensure HR operations are smooth across onboarding, contracts, attendance, and HR services.
  • Ensure consistent HR policy application across sites and offices.


Compliance & Labor Regulations

  • Ensure full compliance with Saudi Labor Law, GOSI, Qiwa, Mudad, Muqeem, and Saudization requirements.
  • Support audits and ensure internal HR policies match legal requirements.
  • Maintain HR risk management and strong governance practices.


HR Systems & Digital Transformation

  • Drive HR digitalization and automation (HRMS / HRIS).
  • Improve dashboards and reporting (headcount, turnover, Saudization, costs, hiring, performance).
  • Strengthen data-driven decision making across HR and leadership.


Requirements & Qualifications:


  • 15+ years of HR experience, with at least 5 years in a senior leadership role (Director / VP / Head of HR).
  • Strong experience in construction / contracting / engineering / industrial / project-based environments.
  • Proven track record in HR transformation, HR strategy, and scaling organizations.
  • Solid exposure to Saudization planning and government platforms.
  • Strong business partnering capability with CEO and executive leadership.
  • Bachelor’s degree in HR, Business, or related field (Master’s preferred).
