Job Title: Financial Manager – Construction
Location: Kingdom of Saudi Arabia (KSA)
Job Summary
The Financial Manager will oversee all financial operations for a construction company, ensuring effective financial planning, project cost control, budget management, compliance with Saudi regulations, and strategic support to senior management. The role is crucial for managing large-scale construction projects, cash flow, and financial reporting in accordance with KSA accounting standards.
Key Responsibilities
1. Financial Planning & Analysis
Develop annual budgets, cash-flow forecasts, and financial models for construction projects.
Monitor and analyze project financial performance, including cost variance and profitability.
Prepare feasibility studies and ROI analyses for new projects and contract bids.
2. Project Cost Control
Implement cost control systems and procedures for materials, labor, subcontractors, and equipment.
Track project expenditures and compare them with budgeted costs.
Approve project-related financial transactions and ensure alignment with contractual terms.
3. Accounting & Reporting
Manage day-to-day accounting operations in line with IFRS and Saudi GAAP/SOCPA.
Oversee monthly, quarterly, and annual financial statements.
Ensure accurate revenue recognition for construction contracts using appropriate methods (percentage-of-completion, etc.).
4. Cash Flow & Treasury Management
Monitor cash flow to meet project demands, supplier payments, and payroll obligations.
Manage banking relationships and financing facilities (e.g., project finance, working capital, guarantees).
Oversee letters of credit (LCs), letters of guarantee (LGs), and performance bonds.
5. Compliance & Governance
Ensure compliance with Zakat, VAT, and other regulatory filings per Saudi regulations.
Coordinate with external auditors, tax advisors, and government entities.
Implement internal controls and risk management procedures.
6. Procurement & Contract Support
Review financial terms of contracts, subcontracts, and procurement agreements.
Support the estimation and tendering teams with pricing, cost structures, and financial evaluation.
Assess financial risks related to suppliers and subcontractors.
7. Team Leadership
Lead and develop the finance and accounting team.
Establish best practices for financial management within construction project environments.
Qualifications & Requirements
Bachelor’s degree in Finance, Accounting, or related field (Master’s preferred).
Professional certification is a plus: CPA, CMA, ACCA, or SOCPA.
5–10+ years of experience in finance, with at least 3+ years in the construction industry.
Strong knowledge of project accounting, cost control, and construction contract structures.
Familiarity with Saudi financial regulations, VAT, and Zakat.
Proficient in ERP systems (SAP, Oracle, MS Dynamics) and advanced Excel/financial modeling.
Strong analytical, leadership, and communication skills.
